However, the report stated that higher than advertised levels of THC could produce “intoxication or impairment, especially among children.” 26 percent were under-labeled.

That means they contained only weak amounts of CBD. The study found that this could erase any benefits from the CBD, making the product useless. In many cases, there was less than 1 percent CBD in the product.
